HOD MEAP DIVISIONDIVISION DESCRIPTION
The Measurement, Evaluation, Admission, and Placement (MEAP) Division of the Education Resource Centre (ERC), headed by Hajia Kudirat Musa-Daud, is responsible for ensuring credible assessment, fair evaluation, and transparent admission and placement processes within the FCT education system. The Division designs, coordinates, supervises, and administers internal and external examinations; conducts assessments that inform promotion and placement decisions; and supports data-driven educational planning. Through standardized testing and quality assurance mechanisms, the MEAP Division upholds academic standards and integrity across public and private schools in the FCT.
CORE ACTIVITIES OF THE DIVISION
The MEAP Division carries out a wide range of examination, assessment, admission, and placement functions, including but not limited to:
- Organization and conduct of Mock Senior School Certificate Examinations (Mock SSCE)
- Administration of the Basic Education Certificate Examination (BECE)
- Conduct of Promotion Examinations for learners at the senior secondary level
- Coordination of Entrance Examinations into:
- Schools for the Gifted Gwagwalada
- Six FCT Science and Technical Schools
- Management of Pre-examination and Post-examination processes
- Processing of admission and placement of qualified candidates into FCT public senior secondary schools
- Liaison with external examination bodies (WAEC, NECO, NDA, etc.) and handling of external examinations and certification

The functions of the above sections are as follows
- Mock Examination (MOCK): The Mock section is responsible for planning, coordinating, and conducting Mock SSCE for final-year secondary school students. The unit prepares examination timetables, coordinates question setting and moderation, supervises administration, and ensures proper marking and result processing to help students prepare effectively for external examinations.
- Basic Education Certificate Examination (BECE): The BECE Section manages the conduct of the Basic Education Certificate Examination for students completing junior secondary education. Its responsibilities include candidate registration, examination administration, marking, result collation, compilation, and release of results, which serve as a basis for transition into senior secondary education.
- Pre-Examination Section: The Pre-Examination section handles all preparatory activities before examinations are conducted. These include making sure that candidates are adequately registered, obtaining printers guide from schools, school accreditation, obtaining and validating questions and marking guides, production of examination materials, and briefing supervisors and invigilators.
- Post-Examination Section: The Post-Examination Section oversees activities after examinations have been conducted. These include marking coordination, result computation, collation, analysis, vetting, approval, and releasing of results.
- Promotion Section: The section is responsible for the coordination and management of promotion examinations across public senior secondary schools in the FCT. The Section ensures that promotion processes are conducted in line with approved educational standards and policies. Its key functions include:
- Planning and administering promotion examinations for senior secondary students.
- Distribution of examination materials
- Coordinating marking, grading, and collation of promotion results.
- Ensuring the timely release of promotion examination results.
- Maintaining accurate records of promotion outcomes.
- Providing guidance to schools on promotion guidelines and procedures.
The A&P section is saddled with the responsibilities of screening and placing students who have completed junior secondary education and are transitioning to the senior secondary schools. The responsibilities include:
- Coordination, supervision, and effective management of all activities related to the Science and Technical schools’ Entrance examination and School for the Gifted screening examination.
- Contributes to policy formulation, planning, and operational processes related to students’ selection, placement, and admissions into the science and gifted school programmes.
- Admission verification exercise in all FCT public Senior Secondary Schools.
- Placement and Posting of BECE students into SS1
- Screening and admission of applicants on transfer from Private schools and schools from other states to FCT public senior schools
This section oversees, among other things, the processing, issuance, and verification of certificates and testimonials for candidates who have completed approved examinations. The section ensures accuracy, integrity, and security in all certification processes. Its functions include:
- Processing and issuing certificates and testimonials to FCT graduating students and issuing Teachers’ Grade II (TC II) certificates.
- Verifying candidate data before certification and release of students’ transcripts.
- Authenticating certificates for institutions, employers, and other stakeholders.
- E-mailing students’ results and transcripts to foreign institutions.
- Handling requests for certificate confirmation, correction, or replacement.
- Maintaining secure and reliable certification records.
- Ensuring compliance with established certification policies and standards.
The External Examination Section coordinates the conduct of examinations in collaboration with recognized external examining bodies. The section serves as a liaison between schools, candidates, and examination bodies to ensure smooth and credible examination processes. Its functions include:
- Liaising with external examination bodies on examination-related matters.
- Coordinating registration of candidates for external examinations.
- Coordination and monitoring of national examinations such as the WASSCE, SSCE, NABTEB, NTI, NDA, NMS, Air Force, Federal Science Schools Entrance Examinations, etc.
- Supervising and monitoring the conduct of external examinations in approved centres.
- Ensuring adherence to examination rules and regulations.
